On February 28, 1993, Alex Casillas, Rodolfo Fernandez, Irv Hartman, Ricardo Ballesteros, and Mat Montemayor founded Rho Chapter of Lambda Theta Phi Latin Fraternity, Incorporated.   These five conquistadores were the first to establish a chapter in the state of Pennsylvania. 
    Lambda Theta Phi, Rho Chapter became the first fraternity at West Chester

University to be a member of both the Black Greek Council, now the Black and Latino Greek Council, and the Inter Greek Council.  Lambda Theta Phi served as a bridge between the two organizations.   Soon after their acceptance to the Black Greek Council, a brother served as Treasurer.  By the spring of 1997, a brother of Rho Chapter was its President.
    For the 1999 - 2000 academic year at WCU, a brother of Lambda Theta Phi will be the President of the Inter Greek Council.  This is the first time in the history of West Chester that a member of a minority Greek organization has been its President.
    Along with active membership within the Greek councils, the brothers of Rho Chapter have been resident assistants, held executive board positions with the Latin American Student Organization and the Inter Greek Council, volunteered extensively in the West Chester and Philadelphia communities, and held various other leadership roles on campus.
    The foundation of Rho Chapter was set by both Alpha and Beta lines and the guidance and direction from Mu Chapter - Rutgers, Camden.  The future now rests in the hands of its current brothers.
